Advance Notice of Proposed Rulemaking: Lowering Nicotine in Cigarettes and Flavors in Tobacco

FDA is exploring lowering nicotine in cigarettes to a minimally or nonaddictive level, which could save millions of lives and dramatically change the future of smoking in this country. Almost 90% of adult smokers started smoking by age 18. FDA’s biggest priority is protecting youth from a lifetime of addiction. By limiting nicotine, one possible policy scenario estimates that by 2100, more than 33 million people – mostly youth – would avoid becoming regular smokers.

FDA is gathering comments, data, and research on how certain flavors may attract youth to start using tobacco products and whether and how certain flavors help adult cigarette smokers switch to potentially less harmful products.
