How can Europe increase uptake of maternal vaccines?

In August, US President Donald Trump signed an executive order promoting separate measles, mumps, and rubella vaccines instead of the combined MMR vaccine. Although presented as increasing parental choice and addressing unsupported claims linking the MMR vaccine to autism, the policy reflects a broader movement of vaccine scepticism. The European Medicines Agency (EMA) has warned that this US decision could fuel doubts about MMR, increase complexity and uncertainty around established programmes, and further weaken vaccine confidence beyond the USA.
Childhood vaccination coverage is already declining in the EU. In 2024, only Luxembourg and Portugal reached at least 95% coverage across all seven first-year vaccinations. By January, 2026, six European countries lost their measles elimination status. Maternal vaccines, given during pregnancy to protect mothers, fetuses, and infants (eg, against respiratory syncytial virus (RSV), pertussis, influenza, and COVID-19), depend on the same factors as childhood vaccination: confidence, access, provider accountability, and surveillance. Without proactive action to address inadequacies in these areas, next-generation maternal vaccines in development—including combination vaccines (eg, against influenza and COVID-19), vaccines using new platforms to improve efficacy (eg, mRNA vaccines), and those targeting diseases with no licensed vaccines (eg, group B Streptococcus)—will have limited success.
