CMS Posts Details of CDC-Developed HIV Screening Measure Currently Under Consideration for Adoption Through Rulemaking for the Medicare Program.

On September 22, 2014, the Centers for Medicare and Medicaid Services (CMS) posted details of a CDC-developed draft clinical quality measure for human immunodeficiency infection (HIV) screening. The measure aligns with the 2013 USPSTF recommendations that all individuals between the ages of 15 and 65 be screened for HIV.

The draft measure is currently included on the 2014 Measures Under Consideration (MUC) list, which outlines quality and efficiency measures that CMS is considering for adoption through rulemaking for the Medicare program. Specific initiatives and quality improvement programs that implement measures included on the MUC list and subsequently adopted by CMS include, but are not limited to, the Medicare and Medicaid EHR Incentive Program for Eligible Professionals (i.e., the Meaningful Use program), the Medicare Shared Savings Program, and the Medicare Physician Quality Reporting System (PQRS). Adoption and use under the Medicare program also makes a measure eligible for consideration under the Medicaid Adult Core Measure Set Program.

CDC has worked with a panel of experts, including persons with experience in measure development and implementation, to develop this new clinical quality measure for HIV screening and to translate the measurement concepts into data elements likely to be available in an electronic health record. In collaboration with CMS, we are now inviting comments on the draft measure and its potential readiness for inclusion under one or more Medicare programs and initiatives.
